The NDIS can be life-changing, but working out whether you are eligible can feel confusing. This plain-English guide breaks down the NDIS eligibility criteria so you know where you stand — and what to do next.

The basic NDIS eligibility criteria

To access the NDIS, you generally need to meet all of the following:

  • Age — you are under 65 years old when you first apply.
  • Residency — you are an Australian citizen, permanent resident, or hold an eligible Protected Special Category Visa.
  • Disability or early intervention — you have a permanent and significant disability, or you need early intervention support.

The disability requirements explained

A “permanent and significant” disability is one that is likely to be lifelong and substantially affects how you manage everyday activities — like communication, mobility, self-care or social interaction. The NDIS looks at how your disability affects your daily life, not just the diagnosis itself.

The early intervention pathway

You may also qualify through early intervention if getting support now would reduce your future needs — for example, for a child with developmental delay. Early support can make a real difference to long-term independence.

How to apply

You apply by making an Access Request, either by calling the NDIS on 1800 800 110 or by completing an Access Request Form.
